Re-enqueue S3 parquet keys through the import pipeline. Each key fans out to both sinks: the PostGIS gis schema always writes, the Esri feature service writes when one exists (skipped otherwise). Keys already imported successfully are skipped automatically. Use Backfill to replay every matching key, or Re-run failed to retry only keys whose last attempt failed. Dry run reports the count without enqueuing anything. Failure counts are per sink.

Re-scan the S3 index for orthomosaic band COGs and rebuild the scene table. Nothing is enqueued and no COG is moved — a scene becomes claimable once all six bands are present, and the imagery ETL picks it up from there. Scopes are the ETL tier's own (S3_SCAN_PREFIXES / SATELLITE_CONFIGS); already-processed scenes are never re-offered. Dry run reports what a real run would populate, writing nothing.
